Notice on the Requirements for the Application of Health Declaration Certificate for Passengers Travelling from the UK to China (Updated November 13, 2022)

Effective from the publication of this notice, passengers travelling from the UK to China will be issued the Health Declaration Certificate (HDC) according to the following requirements:
Ⅰ. All passengers from the UK to China are required to take ONE PCR test within 48 hours before boarding the final flight to China and then apply for the HDC with a negative test report. Passengers may choose to take the test at the place of departure or the place of transit. There is no need for passengers to take another PCR test or apply for another HDC when transiting. Airlines shall accept a valid HDC regardless of its issuance place.
Ⅱ. Passengers with a negative PCR test result can apply for the HDC at https://hrhk.cs.mfa.gov.cn/H5/. When applying, please submit the test report, flight itinerary, and photocopy of the passport photo page and visa page.
Ⅲ. For passengers who have had an infection history, suspected symptoms, ”indeterminate” test results, or PCR test Ct valued “grey area”, or been close contacts, the same requirements shall apply. There is no longer need for additional PCR test reports, self-health-monitoring, or self-isolation. Only ONE PCR test with a negative result within 48 hours before boarding the final flight to China is required for HDC application.
Ⅳ. The Chinese Embassy and Consulates General in the UK will process all applications from 9:00 to 19:00 everyday (including on holidays). It is recommended that passengers take a PCR test as early as possible on the premise of meeting the test time requirement, and submit HDC application as soon as possible after obtaining the test report.
